Projects share resources across Namespaces.
The way I like to think of it is that projects are a logical organization of namespace resources used to solve a particular business need. The core resources such as data types and apps are shared and can be modified by any project in the namespace. Creating projects helps to organize development and maintenance of particular business requirements.
